HR Senior Executive/Assistant Manager Organisational Development

Job Description

The successful candidate will join the Organisational Development department in SIA Human Resources.

He/She is involve in the maintenance and evaluation of org structures, functions and job design to facilitate OD interventions to drive productivity and overall org effectiveness, and provide consultancy services to lines as a business partner on all manpower-related matters including manpower planning. 

Key Responsibilities include:

  • Partner Business Units on their re-organisation and provide advice on manpower requests
  • Explore re-org opportunities with a focus on areas with potential synergies or high degree of admin / transactional work which may be streamlined or automated
  • Oversee accurate maintenance of organisation structure and positions in Success Factor
  • Be the main coordinator for the annual Manpower Budgeting Exercise for Head Office which includes reaching out to divisions, reviewing their plans and prepare deck for clearance to Management
  • Liaise with Payrolls to run budget cost planning for the next FY
  • Ensure monthly workforce metrics for reporting are accurate


  • Degree in any discipline
  • At least 2 years of experience in HR, preferably in manpower planning and organisation development
  • Able to work independently, manage competing priorities and work well under pressure
  • Highly numerate and meticulous
  • Sharp and keen eye to spot discrepancies and potential anomalies
  • Analytical and able to interpret data and provide valuable insights eg spotting trends, identifying relationships between disparate sets of information, assessing implications and providing recommendations
  • Ability to communicate effectively with staff from all levels and a team player
